Election laws may discourage some from voting, even if they are allowed

Jagada Chambers was in prison from 2000 to 2004. "I assumed that I committed my crime in Florida, so therefore I thought I had been disenfranchised forever," said Chambers. Florida bars citizens with felony convictions from voting, unless they receive an exemption from the state's clemency board, led by the governor.
