The Minnesota Bureau of Criminal Apprehension has identified the man who was fatally shot by a sheriff’s deputy in Clearwater County last week.

The BCA on Tuesday said 75-year-old Dennis Hoie of Bagley was shot and killed last Thursday by Clearwater County Deputy Noah Hallman.

The BCA said it’s initial investigation found that a deputy attempted to arrest Hoie on an outstanding warrant, while Joie was at a gas station along U.S. Highway 2 in Bagley. There was an altercation, and Hoie fled in his pickup truck.

A Bagley police officer used a PIT maneuver, causing Hoie’s truck to spin out, ending up in a residential driveway.

According to the BCA account, the officer and sheriff’s deputies tried to get Hoie to leave his truck.

“During the attempt to get Hoie to exit the vehicle, Deputy Hallman broke the glass of the passenger side window of the pickup truck as Hoie pulled a flare gun and fired it toward the deputies on the driver’s side of the vehicle. Deputy Hallman fired his handgun through the passenger side window, striking Hoie,” the BCA reported.

Hoie died at the scene. Another deputy suffered a graze wound to his head, that did not need medical treatment.

The BCA said its personnel recovered a flare gun at the scene. There is body camera footage of the incident.

Hallman, who has three years of law enforcement experience, has been put on critical incident leave. The BCA continues to investigate the shooting.
