Two different solutions to plummeting school enrollment in the Twin Cities

Minneapolis and St. Paul schools are losing students. Enrollment has been declining for decades in the wake of falling birth rates and the rise of charter schools and open enrollment. With federal stimulus dollars on the way, why are these neighbors facing the same problem with different solutions?
