Minnesota Rep. Dean Phillips is closing in on the first test of his challenge to President Joe Biden for the Democratic presidential nomination. And abortion opponents rally Monday at the State Capitol to urge a rollback of recent abortion laws. The legislature last year voted to guarantee the right to abortion and stripped some legal restrictions.
