Republicans in Washington have stepped up their campaign against earmarks, the process that allows members of Congress to direct funds to particular projects. The use and abuse of earmarks has generated controversy for years, involving projects that range from the Bridge to Nowhere in Alaska to the Central Corridor light rail line in the Twin Cities.
