Tonight, DFL Gov. Mark Dayton will give his second State of the State address to the GOP-controlled Legislature.
His speech comes in the midst of an already contentious legislative session. In the first three weeks, Republicans have rejected one of Dayton's appointees, and the governor has vetoed four Republican-backed civil lawsuit bills.
MPR's Cathy Wurzer spoke with former Gov. Arne Carlson, a Republican who worked with a DFL-controlled Legislature from 1991 to 1999.
