Vikings stadium has air of inevitability at the Capitol

This morning, the Minnesota Senate Finance Committee will consider a bill to fund a $975-million Vikings stadium in Minneapolis.
Yesterday, the Senate jobs and economic growth committee approved the plan. The bill won final committee approval in the House Monday night.
All this activity is happening just a week after the proposal appeared to be dead when the House Government Operations Committee rejected it.
One of the representatives on that committee who voted against the bill is DFLer Ryan Winkler, of Golden Valley. He talked with Morning Edition's Cathy Wurzer about why the stadium bill has been revived.
