Police investigating St. Cloud toddler's death as homicide

Police in St. Cloud, Minn. are investigating the death of a toddler last year as a homicide.

The Hennepin County Medical Examiner said Monday that 22-month-old Billy Rebel Chapman was killed by blockage of blood vessels in his brain after multiple blunt force injuries to his head.

Officers responding to a medical call Aug. 30 were told the boy had fallen in his home, according to St. Cloud police. Billy died about 36 hours later at Children's Hospital in Minneapolis.

Assistant St. Cloud Police Chief Jeff Oxton said no one has been arrested in the case and the investigation is still open.

"Whenever there's a death of anybody we take it very seriously and work with our medical personnel, our medical examiners to figure out what caused the death," Oxton said. "And so this case is no different and we're relying on the results we got from the medical examiner's office."

An obituary posted online says Billy is survived by his mother, two brothers and extended family.
