As squad cars blocked the intersections of a stretch of Selby Avenue between Virginia Street and Western Avenue, people were evacuated from the large historic building and moved across the street. The neighborhood a few blocks from the St. Paul Cathedral is popular with restaurant, coffeehouse and bar-goers.

Some businesses decided to close for a time, police said.

"This neighborhood is a very safe neighborhood. People can feel confident coming down here," said St. Paul police spokesperson Sgt. Mike Ernster.

"This was an isolated, non-random incident."

Police are asking anyone with information leading to the suspect to contact them.

The Ramsey County Medical Examiner is working to determine an exact cause of death.
