Teen charged with killing 19-year-old cyclist in Mpls.

A Minneapolis teenager has been charged in a drive-by shooting that killed a 19-year-old bicyclist in Minneapolis.

Marcel Tyrone Farr, 17, allegedly shot Tabyis Paskins early Wednesday morning after Paskins biked by a house where Farr had been sitting with friends.

Farr has been charged with second-degree murder in a juvenile petition in Hennepin County.

According to the petition, Paskins and a friend were biking north on Logan Avenue on their way to Brooklyn Park early Wednesday. At Logan and Hillside avenues, they passed a group of people outside a house, who yelled out one of the names of the bicyclists. The bicyclists continued without saying anything.

Part of that group jumped into a red Jeep and drove up Logan Avenue, catching up with the bicyclists.

Farr, sitting in the back passenger side seat yelled at Paskins' friend, asking "Ain't you with the Pack?" The bicyclist responded he didn't do that anymore and Farr said, "That's good because I would've killed you."

Soon after, the petition says, there was gunfire and Paskins yelled out "I'm hit." He continued to ride his bike for a few seconds before he collapsed. Construction workers made the 911 call, the Hennepin County Attorney's Office said. Paskins died later that morning.

Farr was later arrested at a home on Hillside Avenue. The petition says Farr admitted to shooting the gun out of the Jeep window several times — twice in the air and a couple of times toward the bicyclists.

The Hennepin County Attorney's Office has filed a motion to have Farr certified as an adult.
