Would a merit-based visa system make the U.S. safer?

Eight people are dead after a man drove a rental truck onto a bike path in lower Manhattan.

The man charged with committing the attack, Sayfullo Saipov, has been living in the U.S. since 2010 as a legal permanent resident. He was able to obtain his green card through a program called the Diversity Visa Lottery.

On Tuesday President Trump tweeted:

We are fighting hard for Merit Based immigration, no more Democrat Lottery Systems. We must get MUCH tougher (and smarter). @foxandfriends
