U.S. citizenship test changes are coming, raising concerns for those with low English skills

Heaven Mehreta, 32, smiles and holds a small American flag inside Mount Zion Temple in St. Paul on June 21 after becoming a U.S. citizen at a naturalization ceremony that day in the synagogue. Mehreta immigrated from Ethiopia 10 years ago, learned English as an adult and passed the U.S. citizenship test in May. The test is being updated and some immigrants, including Mehreta, worry the changes will hurt test-takers with lower levels of English proficiency.
