Melvin Carter, incumbent

Why are you running?

Over the last eight years we've built real momentum reducing violent crime, expanding affordable housing, and investing in families through innovative programs. I'm running for reelection to keep building a safer, more affordable, and more vibrant Saint Paul, where we connect people to care, grow opportunities in every neighborhood, and ensure our city's future is defined by resilience and shared prosperity.

What life or professional experiences led you to seek this position?

I was born and raised in Saint Paul, graduated from our public schools, and am now raising my children here. I've dedicated my life to expanding opportunity, whether on the City Council, Minnesota's Children's Cabinet, or for the last eight years as Mayor of the best city on earth. These experiences have shaped my commitment to build a city where every family thrives.

What are the top issues you're discussing with voters and why?

The top issues I hear from voters are public safety, opportunity downtown, affordable housing, and economic dignity. We're reducing crime with community partnerships, expanding our tax base to ease property tax burden, building housing families can afford, and creating a more sustainable city where every neighborhood thrives.

Yan Chen

Why are you running?

I am running to put St. Paul back on the right track. When I entered municipal politics in 2022, I came in as an outsider, focused on studying the budget and raising major concerns. Years of mismanagement have meant higher taxes and fewer services. After three years of listening to residents, business owners, and financial experts, I am convinced we can turn St. Paul around—by learning from past mistakes, making key changes, and governing wisely for the future.

What life or professional experiences led you to seek this position?

As a research biophysicist for 30 years, I’ve identified root causes and built solutions grounded in results. I solve complex problems by mastering details while keeping sight of the big picture. For St. Paul, that means creating opportunity and mobility for every resident. As a mother, I fight for a future where all can thrive. As an immigrant, I’ve learned resilience—turning challenges into opportunities and doing more with less.

What are the top issues you're discussing with voters and why?

We must reduce crime and petty offenses while ensuring real rehabilitation opportunities. Safety and security must remain a top priority for city government, because trust is the foundation of a strong community. I will hold the line on taxes by keeping city levies flat and urging the County and School Board to do the same. I will give residents a stronger voice—engaging the community early to prevent conflicts and shape smarter, lasting solutions for St. Paul.

Adam Dullinger

Why are you running?

I am running because I want to run the city better! I pay attention to city operations and projects and time and time again I see the wrong decisions being made, and even when I bring up my concerns to the city I am either ignored or given excuses, not solutions. I know I can make better decisions that will save us money and create a more resilient city.

What life or professional experiences led you to seek this position?

I am a state licensed Professional Engineer with a deep passion for urbanism. I understand the complexities that go into city design and have seen first-hand how simple things like a well placed bike path can change people's lives and reduce cost of living. I have experience in coordinating cross-department groups while staying within design and financial constraints. I want a city that responds to every problem with creative, economical solutions, not excuses.

What are the top issues you're discussing with voters and why?

We need to immediately invest in completing a fully connected and safe bicycle network so that everyone has the opportunity to reduce their dependency on expensive cars and give the freedom to kids to explore their city without a chauffer. This can be done cheaply and quickly and also has climate and health benefits while simultaneously reducing traffic for those who choose to drive.

Kaohly Her

Why are you running?

I am running for mayor because our city is at a standstill. Progress has stalled at most of our major developments, key retailers in our neighborhoods are closing, and city services are stretched to the limit without the necessary investment and support they need.

We need a mayor who can stand up for our values and get the basics of running our city effectively and efficiently. I am ready to step up and lead our city forward.

What life or professional experiences led you to seek this position?

As a State Representative from St. Paul since 2019, refugee, mother and former finance professional, I bring with me years of lived and work experience in private, public, foundation and nonprofit sectors that have prepared me to lead our city through its current challenges.

I know the uncertainty of not knowing where your next meal will come from or if you will have a roof over your head. This city helped my family realize the American Dream and that is an opportunity I want for everyone.

What are the top issues you're discussing with voters and why?

Our main challenges to progress are: safe communities, a vibrant economy, affordable housing, and defending our neighbors.

First, funding has not kept up with ballooning non-emergency calls. Second, development has stalled at the Ford site, Midway, and downtown. Our tax base is stretched thin. Third, housing is too expensive and inaccessible for residents. Finally, we must stand up for our immigrant neighbors.

Collaborative leadership will address these issues and help St. Paul thrive.

Mike Hilborn

Why are you running?

I started my business in Saint Paul in 1995. Last November my landlord, who's awesome, said my office/warehouse rent was going from $17,000 per month to $22,000 per month due to St. Paul property taxes. This is why some many businesses are leaving St. Paul. That's why I'm running.

What life or professional experiences led you to seek this position?

I've run my business in St. Paul, and only St. Paul for over 30 years. I'm a second chance employer. Most of my employees have either been incarcerated or are in recovery. They all start at $25 p/hr. I believe the only person that can fix St. Paul is a business man or business woman.

What are the top issues you're discussing with voters and why?

  • Lower taxes: Saint Paul has the highest sales tax and highest property tax in MN. St. Paul is the most expensive city to live in MN. St. Paul is the most expensive place to run a business in MN. Unacceptable.

  • Lower crime: St. Paul is double the crime rate than MN. We will hold our criminals accountable.

  • Homelessness: It is not compassionate to have people live in tents.

Melvin Carter, alcalde

Kaohly Her

Finalmente, debemos defender a nuestros vecinos inmigrantes.
