The Ramsey County Attorney's Office says it will not bring criminal charges against two St. Paul police officers involved in the shooting death of a 36-year-old man in November 2024.

In a statement released Wednesday, county prosecutors said the office reviewed an investigation by the Bureau of Criminal Apprehension and believe the officers’ use of force was justified, as the man allegedly pointed a gun at police.

St. Paul police officers Matthew Foy and Eric Jaworski were 

attempting to approach Mychel Stowers near West 7th Street

 in the early afternoon of Nov. 9. Police had a warrant for Stowers’ arrest, stemming from charges of murdering his wife. A 911 caller had told police that they saw Stowers in the area and recognized him from reports on the suspected murder.

Foy and Jaworski said they drove toward Stowers in a squad car to identify him. As they approached, Stowers took out a handgun and pointed it toward them. 

Both officers shot at Stowers, striking and killing him. 

The Bureau of Criminal Apprehension interviewed the officers and several witnesses in an investigation of the incident. Ramsey County prosecutors released a review of the investigation Wednesday. The office said camera footage from the squad cars and witness statements indicated that Stowers had a gun. Officers recovered a handgun from the scene.

Prosecutors in the county attorney's office wrote they believe the use of deadly force was justified.
