The City of St. Paul has released the full 73-page report of the investigation of misconduct allegations against Mayor Kaohly Her.

Police chief Axel Henry claims the mayor sexually harassed him and he faced retaliation after he raised concerns. The full report — with quite a bit of redaction — shows what the mayor told investigators and is also coming out days after City Council members called for its release.

“We thought that this, the full report, needed to be released. And I think it's really important that now everyone in the public is able to read it for themselves and come to their own conclusions,” said St. Paul City Council President Rebecca Noecker.

While Henry has filed a lawsuit against the city and Mayor Her in the wake of the investigation, Noecker says she’s not ready to call for the mayor’s resignation.

“I think she needs to be accountable,” she said. “I think she needs to be public. I think she needs to be open.

“And I think that that's that is on her to be accountable and to show that she can continue to lead the city,” Noecker said.
