Minneapolis council member Payne to introduce new charter amendment on policing

Policing in Minneapolis is under the microscope again after an officer shot and killed Amir Locke during a no-knock search warrant last week.

Efforts to replace the Minneapolis Police Department with a Department of Public Safety failed last fall. Newly elected Minneapolis City Council member Elliott Payne plans to reintroduce a proposed change to the city's charter on Thursday that he says would reimagine how police operate in Minneapolis.

Payne joined host Cathy Wurzer to talk about it.
