Why is Minneapolis closing schools?

The halls of Brooklyn Center High School were empty Tuesday morning, while pretty much every other school in the state was in session. The school was identified this year as a 'turnaround school' and part of its turnaround plan pushes the start of school back a week to allow for more time for teacher development.
