Calls to restructure the Minnesota Department of Human Services are intensifying after a legislative auditor described "troubling dysfunction" in the agency. His characterization was part of a report that came out this week which looked into why the department overpaid two tribes 29 million dollars over the last decade. It's the latest evidence of management problems in the agency which makes up one third of the state budget.

When the Minnesota legislature reconvenes in February, they are likely to consider proposals to break up the massive agency. One of the people who will be at the center of that discussion is State Senator Michelle Benson, R-Ham Lake. She chairs Health and Human Services Finance and Policy committee. Senator Benson spoke with Morning Edition host Cathy Wurzer.
