The same month this year tells a different weather story. Snowfall has been abundant — 150 percent to 175 percent of average — along the Minnesota River Valley and Interstate 90 corridor. But much of the rest of the Upper Midwest has recorded below-average snowfall this month.

Des Moines has recoded just a fraction of the 25 inches they measured last February by this date.

Saturated soils and current snowpack still pose a flood risk for much of the Upper Midwest.
