Yes, this is unusually chilly weather for Oct. 28.
The average Twin Cities high temperature is 52 degrees this time of year. Metro area highs are forecast to be in the mid to upper 30s Saturday afternoon.
Most of Minnesota and western Wisconsin will have Saturday highs in the 30s, with 20s in far northwestern Minnesota.
Temperature trends
Low temperatures early Sunday morning will be mainly in the 20s, but northwestern and north-central Minnesota will dip into the teens:

Sunday highs will be mainly in the 30s, with some 20s in far northern Minnesota:
Monday high temps will be mainly in the 30s.
Twin Cities metro area highs are projected to reach the upper 30s on Monday and Tuesday, then around 40 degrees Wednesday followed by lower 40s Thursday and upper 40s on Friday.
Snow chances
Snow is expected to spread across much of southern Minnesota as we go through Saturday afternoon, then some areas of snow will linger into Saturday evening. Parts of southern and central Wisconsin will see some snow late Saturday afternoon into Saturday night.
Accumulating snow is expected to stay mainly south of the Twin Cities metro area, but a few light snow showers or flurries are possible in the metro area late Saturday afternoon and early Saturday evening.
Snow amounts up to one inch are possible Saturday afternoon/early Saturday evening on grassy areas in far southern Minnesota…especially along and south of I-90.
Parts of northern Iowa could see a couple inches of snow today. The far northwestern corner of Iowa has a winter weather advisory for 1 to 3 inches of snow today.

On Sunday, parts of far northern Minnesota could see some light snow showers or flurries at times. The National Oceanic and Atmospheric Administration’s North American Mesoscale forecast model shows the potential precipitation pattern from 5 a.m. Sunday to 9 p.m. Sunday:
Fall colors
Most of Minnesota is past peak for fall colors, but there are still some pockets of good to excellent fall color. The Minnesota Department of Natural Resources fall color report for Minnesota State Parks and Trails looks like this:
When you look at the fall color map, keep in mind that all deciduous trees are included, not just maples.

We have chilly temps today, but it’s been colder on this date. The coldest Oct. 28 high temp in Twin Cities weather records is 24 degrees, set in 1925. The Twin Cities high temp was 25 degrees the following day.
