Hispanic Heritage Month has officially begun. And in Rochester, final preparations are under way for a big community celebration this weekend: Latino Fest. The event is set to bring in more than 2,000 participants and dozens of vendors to Rochester’s Peace Plaza. There will also be a chihuahua fashion show.
