Minnesota has joined a coalition of 23 other states in suing the Trump administration to block changes to a federal family planning grant program, arguing that the new restrictions are unconstitutional.

, filed in Maryland federal court Thursday, challenges the U.S. Department of Health and Human Services’ new 

 for the upcoming five-year grant cycle for Title X funds

These funds support reproductive healthcare, family planning, cancer screenings and other essential preventive care for millions of Americans.

According to Minnesota Attorney General Keith Ellison and other state officials, the new conditions could, for the first time, strip federal funding from states and healthcare providers unless they align their programs with the administration's "sweeping set of political priorities" as a condition for receiving or keeping federal funds.

Ellison said that these priorities could include eliminating diversity, equity, and inclusion practices, discouraging contraception use, excluding transgender individuals from healthcare, and promoting marriage and parenthood. Providers who do not comply with the rules risk losing their funding entirely.

"Healthcare should be between a patient and their doctor,” Ellison said in a news release. “There’s no room in that equation for Donald Trump.”

Title X has been the only dedicated federal funding source for family planning in the U.S. for more than 50 years. It also supports reproductive and sexual healthcare providers and subsidizes the costs of patient visits.

In 2026, Minnesota received $3.5 million in Title X funding for Planned Parenthood North Central States and Ramsey County. The state contributes an additional $13.6 million annually and spends over $17 million each year on publicly funded sexual and reproductive health services. According to Ellison, the state could lose about 21 percent of this funding if the lawsuit is unsuccessful.

The states argue that the new rules violate the law that established Title X, which mandates that healthcare providers offer a broad range of birth control options and treat all patients fairly. They also contend that the administration bypassed necessary public feedback processes before implementing the changes and that the rules are too vague for clinics to understand how to comply.
