St. Paul police Chief Axel Henry is suing Mayor Kaohly Her for alleged sexual harassment and retaliation. The lawsuit follows an investigation that concluded the mayor engaged in “offensive and inappropriate behavior” but couldn’t substantiate claims of sexual harassment.
The chief says the city's summary of the investigation minimized what happened. His lawsuit raises new allegations about the mayor's conduct.
The ultimate judgment, though, remains with voters, Minnesota attorney and employment expert Tom Marshall told MPR News.
While the city’s human resources director called on the mayor to maintain professional boundaries and pay for an executive coach, “there's no one who can actually discipline that official other than the voters,” Marshall said.
“She's the boss, but they're making these recommendations in good faith and trying to do what they can to to have recognize the issues.”
