Baier has been following the moratoriums several southeastern Minnesota counties have passed as they figure out how to regulate silica sand mining in the region. Companies are looking at the sand to help in the oil and natural gas industry. But now there are bills in the Minnesota House and Senate that would limit these moratoriums.
