Public trust is essential to effective leadership, but it can be difficult to build and easy to lose.
Recent allegations of sexual harassment involving St. Paul Mayor Kaohly Her have prompted conversations about workplace conduct, accountability and the responsibilities that come with public office.

Kathy Quick is a professor of public affairs at the Humphrey School of Public Affairs at the University of Minnesota and a state specialist in leadership and civic engagement with University Extension. She is also the co-director of the Center for Integrative Leadership where she works to bring people with diverse perspectives together to work on complex and divisive public problems.
Kathryn Haglin is an associate professor of political science at the University of Minnesota Duluth where she researches public opinion and political behavior in American politics.
