An organization called Safe Homes St. Paul wants renters in the city to be allowed to make repairs on their homes at the expense of their landlords if the landlord doesn't repair in a timely way.
Safe Homes collected enough signatures to put that policy in front of voters this November. But recently the St. Paul City Council voted not to allow the ballot measure, saying it conflicts with state laws on the subject.
