A propane tank on a food truck in Philadelphia exploded into a fireball, critically injuring a mother and daughter and sending at least nine others to the hospital, police said.
Emergency responders came to the scene and tried to throw a rope with a flotation device toward the man, without success. They saw him go under the water and had yet to find him, as of Tuesday evening.
