“The Skywalk system in Duluth was largely built in the ‘70s and the ‘80s. And the downtown we have today is not that same downtown,” Reinert told Morning Edition. “We look at 2026 and moving forward with the reality that we've got three miles of elevated skywalk in direct competition with some 30 blocks of street-level retail. And as we look post-COVID and really post-paper economy, we have to be really focused on, How do we revitalize that street-level retail?”
