Rising waters cause concern in northern Minnesota
Gov. Tim Walz declared a peacetime emergency Sunday in response to flooding in northwestern Minnesota. Officials in several local communities, including Crookston, had already declared local emergencies.
When police tried to arrest Michael David Johnson, 38, the agency said the man "came out of the house with knives in his hands." State investigators also identified the Virginia police officer and St. Louis County deputy who fired their guns at Johnson.
