Minnesota digging out under clearing skies

The storm dumped 16 inches of snow in Brooks, near Thief River Falls, while Bemidji recorded more than a foot. The Twin Cities airport reported about 3 inches. Snow emergencies are in effect in both Minneapolis and St. Paul.
